Paradip bomb attack case: Police put up ‘latka’ notice at residence of main accused over non-compliance

Paradip Model Police on Friday put up a 'latka' (proclamation notice) notice at the residence of Bapu Parida, the main accused in the bomb attack on Paradip Municipality Chairperson’s residence that took place last month. The action was initiated after Parida reportedly failed to comply with an Orissa High Court directive instructing him to cooperate with the active investigation. He had reportedly received interim protection from arrest nearly a week ago. Refusal Of Notice And Wall-Pasting Action A police team visited Parida’s residence located at the Housing Board Colony in Paradip to formally deliver the summons. However, after his family members refused to accept the official document, officers pasted the notice directly onto the wall of the house before returning to the station. The notice explicitly instructs Parida to appear before the investigating officer at the Paradip Model Police Station at 10:00 am on June 30 for questioning. This stems from an incident on May 30, when a targeted bomb attack was executed at the private residence of Paradip Municipality Chairperson Basanta Biswal while his family members were inside.  While three co-accused individuals were subsequently arrested and forwarded to court, police records continue to list Parida as absconding. Non-Cooperation Consequences Orissa High Court had previously adjudicated on the matter, issuing a conditional interim order that protected Parida from immediate arrest. The judicial protection, however, remained strictly contingent upon his compliance with administrative mandates. Under the specific terms laid down by the High Court, Parida was legally bound to cooperate fully with the local police, appear before the investigating officer whenever summoned, and refrain from threatening or harassing the complainant or the complainant's family members. According to police sources, Parida’s failure to present himself at the station during the six days following the judicial decree constituted formal non-cooperation, necessitating the public pasting of the summons. The Kujang Court officially rejected the bail applications submitted by the three previously arrested co-accused individuals, remanding them further into custody. Local sources indicated that if Parida fails to report to the station by the June 30 deadline, the police may file for additional punitive warrants. Continued non-compliance could also prompt the police to initiate the formal attachment of Parida’s properties or seek a judicial revocation of his interim protection to facilitate a custodial arrest.
